Advisory Board

The members of its Advisory Board best embody the identity of CPM as a small but highly specialized public sector consulting firm. All three of them have dedicated their life’s work to the improvement of public services and build on that work today by serving as highest advisory function within CPM.

Our Managing Director consults on all strategic decision with the Advisory Board, guaranteeing the delivery of specialized and custom-made services to our clients all around Europe, while always championing a peer-to-peer consulting approach.

Ivo Rollis is one of CPM’s co-founders and serves as Member of the Board since 2006. Ivo has over 15 years of senior professional experience, in particular with public administration, on EU integration-related issues at senior management and international consultant level. He has previously assisted governments in Bosnia and Herzegovina, Kosovo, Georgia, Ukraine and Moldova. He holds a Master's degree from the University of Latvia in Political Science and European Studies.

Narina A. Sica is a professional manager and experienced public sector specialist with a wealth of practice at the central and local level of governance in her home country Latvia. She has been active in the public service for more than 10 years, usually in charge of challenging transformation processes implemented by small but dedicated teams. She has been client to many consultants since 2003.

Ugis Sics


Ugis Sics is one of the architects and partners of the CPM Consulting Group. Ugis’ background is in the public sector and senior civil service. Being the senior civil servant at the “centre of government” in Latvia and working directly with 5 Prime Ministers of this country, he has been in charge of strategy and policy in fields of European integration, policy coordination and public administration reform for some 10 years. Since 2006, he is a Governance consultant in more than a dozen countries. His profile includes high level assignments on national development planning, public administration reforms and policy and budget management. He has been involved in managing projects of more than EUR 40 million in value and has been Team Leader on several of them.

Dragos Dinu

Dragos Dinu

Dragos oversees all project management activities at CPM. He brings to CPM over 15 years of experience in policy development, functional and institutional analysis, strategic planning and coordination in the overall public administration reform area. He has served as Minister for European Funds in the Government of Romania in 2016, gathering top-level experience in steering one of the key sectors for the development of his country. Mr. Dinu has worked in several countries in the region, contributing to capacity and institutional development of the centers of Government in Romania, Latvia, Moldova, Georgia, Kosovo and Macedonia. He has recently led the functional analysis of the Parliament’s Secretariat and Ministry of Education in Moldova, whole of government and portfolio vertical reviews in Georgia, and center of government functional reviews in Romania, Moldova, Kosovo and Macedonia.

 

Sandra Briggs

 

Sandra Briggs

Sandra is our Head of Research and Business Development. She brings with her over 20 years of experience in strategic planning, program budgeting, policy development and project management, with 10 years of experience working in the Center of the Government of Latvia. Sandra is an experienced consultant, having worked on donor-funded projects with GIZ, DANIDA, and the World Bank both in Latvia and abroad. She is currently pursuing her doctoral degree in Sociology and has a Master in Public Administration and Software Engineering.

 

Liga Gulbe

 

Liga Gulbe

Liga runs the operational machinery of CPM and is Riga based. Her role is to coordinate all administrative processes leading to acquisition of consulting assignments and successful implementation. Liga’s team works directly with all our project leads and supports them with contracting, payments and procedural matters. Liga has more than 10 years of professional experience in organizational management and operations, most of that being in the international consulting industry. She is familiar with contract management procedures of the EC, World Bank, DFID, Sida, UNDP and others.
