The Core Team is CPM's inner circle, made up of Partners acting at one time as the company board, its project management unit, and a pool of lead experts for activities. That's so because CPM, rather than the usual corporate pyramid, uses a flat organizational structure based on teams for each potential assignment.

Each team is led by at least one Partner, with members from the Expert Network. The team that researches needs, drafts CPM's proposal and implements activities - sharing profit according to inputs. The small office in Riga provides administrative support to teams, including the Online Office facilitating interaction.

We find that a system that puts projects in the hands of those who implement them, produces better quality than the standard consultancy approach.
